Passing MDCAT is no longer a prerequisite for Pakistani students seeking admission abroad. Here is how to use that exemption without overlooking university entry rules or your future licensing route.

Do You Need MDCAT for MBBS in China?

No. Pakistani students no longer need to have passed MDCAT as a prerequisite for admission to foreign medical and dental institutions, including those in China. The official PM&DC notice is dated 5 October 2026 and records a Council decision made on 14 September 2026. Keep the original PDF with your admission documents so you can refer to the exact wording.

Your application still needs careful checks. Confirm the university’s entry criteria, the applicable PM&DC registration process, the status of your exact programme and the licensing route in the country where you plan to practise.

What the Exemption Allows

  • Pakistani applicants can consider foreign medical or dental admission without having passed MDCAT.
  • The notice covers foreign medical and dental institutions; it is relevant to both MBBS and BDS study abroad.
  • If you missed MDCAT or did not qualify, that result alone no longer closes the foreign-admission route. Your remaining eligibility still matters.
!

What You Still Need to Check

  • This foreign-admission notice does not cancel MDCAT requirements for medical or dental admission within Pakistan.
  • A Chinese university may still set its own academic, language, interview or entrance-assessment conditions.
  • You must still check student registration, programme recognition and the professional licensing requirements that apply to your pathway.

How the MDCAT Policy Changed

Earlier rule introduced

PM&DC’s published foreign-study guidance required at least 50% in MDCAT for students who completed intermediate education in Pakistan.

Requirement reiterated

PM&DC publicly stated that students planning medical or dental education abroad had to qualify MDCAT and obtain registration before leaving.

Council decision

The Council decided to exempt MDCAT as a mandatory prerequisite for Pakistani students seeking admission abroad.

Official notice issued

PM&DC published the exemption. This latest notice is the controlling update on the MDCAT prerequisite.

Practical Next Step

Make Your Next Step a Well-Informed One

You can now focus your university search on your academic background, budget and career plans. Before committing, ask for written admission criteria and a clear explanation of the route from enrolment to professional registration.

Exemption
Is the First Step
①

Before You Pay: Five Practical Checks

  1. Confirm university eligibilityAsk for the latest written entry criteria for your 2026-27 intake, including marks, subjects, age and any entrance assessment.
  2. Check the exact PM&DC pathwayVerify the institution and qualification, not only the university name or an agent’s statement.
  3. Complete current student registrationThe exemption notice removes MDCAT as a prerequisite; it does not say that the PM&DC registration process has ended.
  4. Review the full cost in writingCompare tuition, hostel, insurance, visa, residence permit, medical examination and other compulsory charges.
  5. Plan for licensing after graduationCheck the examination, internship and registration route for Pakistan or any other country where you intend to practise.

Prepare Your Documents and Check Other Tests

The MDCAT exemption helps with one admission condition. It does not replace a university’s own application checklist. Start with your passport, academic certificates and transcripts, and ask the admitting university which additional documents it needs for your chosen intake.

  • Academic background: confirm required subjects, marks and any equivalence documents against the university’s written criteria. Use our admission requirements guide to organise your questions.
  • Additional documents: ask whether translations, notarisation, a physical examination, a police certificate, financial evidence or language proof are needed. These depend on the institution and application or visa process.
  • Entrance assessments: ask whether an interview, a language assessment or CSCA applies to your programme and intake. The PM&DC notice does not waive a Chinese university’s separate admission conditions.
  • Registration records: keep the official notice, correspondence, admission documents and any applicable PM&DC registration confirmation together.

Our step-by-step admission process explains how to organise the application. When you are ready, submit your academic profile for an assessment.

Check the Programme, Not Just the University Name

Two programmes at the same university can have different teaching languages, entry criteria or qualification pathways. Ask for the exact programme title, awarding institution, language of instruction, clinical training arrangements and the qualification you will receive.

Compare our Chinese university profiles and MOE-listed English-medium MBBS guidance, then use our PM&DC recognition guide to prepare questions for the regulator. A website summary should support that check, rather than replace written confirmation.

The World Directory of Medical Schools can help you find a school’s record. Its official explanation makes clear that a directory listing alone does not establish recognition, accreditation or endorsement. Confirm your intended licensing route separately with PM&DC.

Build a Budget Before You Reserve a Place

Ask for a dated quotation in RMB that separates tuition, hostel and compulsory charges. Check what is payable in the first year, which charges recur and what the package excludes. Read the payment and refund terms before sending a deposit.

  • Allow separately for travel, visa expenses, insurance, residence-related charges and living costs where they are not included.
  • Use USD or PKR conversions as estimates. The final amount can differ with exchange rates and payment charges.
  • Confirm the next open intake and the university’s actual deadline. A published 2026 package does not prove that seats remain available.

Use the MBBS in China fee comparison as a starting point, then confirm the current quotation directly with the admitting institution.

Frequently Asked Questions

Is MDCAT required for MBBS admission in China now?

No. The PM&DC notice dated 5 October 2026 removes passing MDCAT as a prerequisite for Pakistani students seeking admission to foreign medical and dental institutions. You still need to meet the chosen university’s entry criteria and check the other applicable regulatory requirements.

Can I apply if I did not sit or pass MDCAT?

You can explore foreign admission without a passing MDCAT result under this exemption. Admission depends on your academic background, the university’s current criteria and the other rules that apply to your programme and intended licensing pathway.

Does the notice cover BDS study abroad?

Yes. The notice refers to foreign medical and dental institutions, so the MDCAT prerequisite exemption covers overseas medical and dental admission.

Has MDCAT also been removed for admission in Pakistan?

The notice covers foreign institutions. It does not remove MDCAT requirements for medical or dental admission within Pakistan. Check the domestic admission rules separately.

Does the exemption remove PM&DC student registration?

The notice removes the passing-MDCAT prerequisite only. It does not state that student registration has been cancelled. Confirm the current process directly with PM&DC before departure and before committing to an admission pathway.

Will my Chinese medical degree automatically allow me to practise in Pakistan?

No. Admission and professional registration are separate. Check the status of the exact institution and qualification, clinical training and the examination and registration requirements in force when you graduate.

Can I transfer from China to a Pakistani medical college under this exemption?

Do not assume that this admission exemption creates a transfer right. Confirm transfer eligibility, any required assessment and available seats directly with PM&DC and the receiving institution.

What should my family check before paying admission fees?

Request written university entry criteria, the exact programme title and teaching language, a full RMB fee breakdown and current intake dates. Check applicable PM&DC registration and programme recognition and understand the future licensing route. Keep the official exemption notice with your records.

Does this notice apply to students of every nationality?

The PM&DC notice specifically concerns Pakistani students seeking admission to foreign medical and dental institutions. Applicants of other nationalities should check their own country’s admission and licensing rules alongside the Chinese university’s criteria.

Does the MDCAT exemption also waive CSCA or a university interview?

The notice removes passing MDCAT as a prerequisite for the foreign-admission route. It does not waive a Chinese university’s separate assessment, language or interview requirements. Ask whether CSCA or another assessment applies to your exact programme and intake.

Sources and Verification

Policy information checked on 6 October 2026. The official exemption notice is the primary source for the MDCAT change. Older guidance may still show the previous 50% condition: read it as historical context for that point, and ask PM&DC to confirm the remaining requirements for your individual pathway.

Important: This is a policy explainer, not a guarantee of admission, recognition or future licensing. Requirements can change. Verify your university, programme and personal pathway directly with PM&DC and the admitting institution before paying fees.
